Supply Chain Management

What is Supply Chain Management (SCM) for Project One? 

As part of Project One, UCSF is launching a new Supply Chain Management (SCM) solution, enabled by Oracle Cloud. Oracle’s SCM solution allows organizations to better manage their supply chain operations, reduce disruptions, and minimize costs.  

 

Why Are We Modernizing our Supply Chain Systems and Processes?  

Currently, our SCM operations provide several essential services to the UCSF community and the vendors that we work with. With Project One, we aim to improve those operations through greater efficiency gains, improved purchasing practices, and access to real-time information.  

Redesigned SCM processes will drive efficiency gains and inventory savings throughout the UCSF enterprise 

The New Oracle Cloud solution will provide an integrated platform that streamlines purchasing processes 

The new Oracle Cloud solution will grant access to real-time information and insights for more effective reporting and decision-making 

Overview SCM Processes That Will Be Affected 

Several SCM functions and processes across UCSF will be affected by this transformation. Those processes will include:   

Procure to Pay  

Manage Suppliers and Collaboration:  Process to structure efficient interaction with suppliers, leveraging real-time collaboration and seamless communication to optimize performance. 

Manage Supplier Sourcing and Agreements: Process to oversee selecting and negotiating with suppliers, creating contracts, and ensuring compliance. 

Requisition Materials and Services: Process to request procurement of goods and services needed for operations, including creating requisitions 

Procure Materials and Services: End-to-end process of acquiring necessary goods and services, including creating purchase orders, managing change order requests and ensuring timely delivery of payment. 

Receive Materials and Services: Process to receive and verify goods and services delivered against orders, ensuring they meet specified requirements, and recording receipt in the system for invoice matching. 

Process Employee Expense: Process to create and approve employee expense reports. It includes auditing expense reports and ensuring compliance with set policies. 

Manage Supplier Invoices: Process to receive validate, and process invoices from suppliers. This includes matching invoices with purchase orders and receipts etc. 

Manage Supplier Payments: Process to complete payment of approved suppliers.  This includes scheduling payments, utilizing early payment discounts when available, and reconciling payments with the billing system. 

 

Inventory 

Manage Inventory: Process to oversee and control the storage, movement and tracking of goods within the supply chain, ensuring optimal inventory levels, accurate records, and efficient replenishment to meet demand while minimizing costs and preventing stockouts. 

Maintain Data Master: Process to manage and ensure the accuracy, consistency and integrity of critical business data, including product, supplier, and customer information, across the enterprise to support seamless operations and informed decision-making. As the project progresses, more information will be shared about the specific changes coming to each of these areas. 

 

Timeline  

The SCM implementation is planned for April 2026 for UCSF Health and July 2027 for UCSF Campus. Ahead of each go-live, the Project One team will be completing a robust set of activities to design, build, test, and launch the new solution.   

Recently, the Project One team completed a series of design workshops where UCSF subject matter experts (SMEs) worked with the project team to design the technology and processes that will be part of the SCM solution. With the Design phase now complete, the project will enter the Deliver phase. This phase is focused on building and testing the new SCM solution in iterative cycles prior to go-live.
